ပထမဆုံး ယန်ဇီမြစ်ကူးတံတားဖြစ်သည့် ဝူဟန် ယန်ဇီမြစ်ကူးတံတား တည်ဆောက်ရေး စီမံကိန်းမှာ ပထမ ငါးနှစ် စီမံကိန်းအတွင်း အဓိက စီမံကိန်း တစ်ခု အဖြစ်ပါဝင်သည်။ ၁၉၅၅ ခုနှစ် အောက်တိုဘာ ၂၅ ရက်တွင် တံတားတည်ဆောက်မှဒ စတင်ခဲ့သည်။ ၁၉၅၇ ခုနှစ် ထိုနေ့တွင်ပင် စီမံကိန်း တစ်ခုလုံး ပြီးဆုံးခဲ့ပြီး အောက်တိုဘာ ၁၅ ရက်တွင် ဖြတ်သန်းရန်ဖွင့်ပေးသည့် အခမ်းအနားကို ကျင်းပခဲ့သည်။ ပထမ ယန်ဇီ မြစ်ကူး တံတားမှ ဘေဂျင်း-ဟန်ကိုး ရထားလမ်းနှင့် ဂွမ်ဒေါင်း-ဟန်ကိုး ရထားလမ်းတို့ကို ဘေဂျင်း-ဂွမ်ဒေါင်း ရထားလမ်း အဖြစ် ပေါင်းစပ်ပေးနိုင်ခဲ့ကာ ဝူဟန်အား ပြည်နယ် ၉ ခုအတွက် အဓိက ဖြတ်သန်း လမ်းမကြီး အဖြစ် သတ်မှတ်အမည်ပေးခဲ့သည့် အပြင် အချက်အလက်အရလည်း ထိုအတိုင်းပင် ဖြစ်ခဲ့သည်။
ချန်ဒူး ညီလာခံ အပြီးတွင် မော်စီတုန်းသည် ချောင်ကျင်း နှင့် ဝူဟန်တို့သို့ ဧပြီလတွင် သွားရောက်ခဲ့ပြီး ကျေးလက်နှင့် စက်ရုံများကို စစ်ဆေးရန်အတွက် ဖြစ်သည်။ ဝူဟန်တွင် သူသည် ချန်ဒူး ညီလာခံသို့ မတက်ရောက်ခဲ့သော ပြည်နယ် နှင့် စည်ပင်သာယာရေး နယ်နိမိတ် ခေါင်းဆောင်များအား သူတို့၏ လုပ်ဆောင်မှုများကို လာရောက် အစီရင်ခံ တင်ပြစေခဲ့သည်။ မော်စီတုန်း၏ အတွင်းရေးမှူးဖြစ်သူ တျန်ဂျာယင်းမှ ဝူဟန် ညီလာခံသည် ချန်ဒူး ညီလာခံ၏ နောက်ဆက်တွဲဖြစ်သည်ဟု ဆိုသည်။
၁၉၆၇ ခုနှစ် ဇူလိုင်လတွင် ဝူဟန်အဖြစ်အပျက် (ဇူလိုင် ၂၀ အဖြစ်အပျက်) ဟုခေါ်သော ပြည်သူများ အကြား ပဋိပက္ခ ဖြစ်ပွားခဲ့ပြီး [[ယဉ်ကျေးမှု တော်လှန်ရေး]] ၏ အထွဋ်အထိပ်တွင် ကြမ်းတမ်းသော အဖွဲ့နှစ်ခုမှ မြို့တော်ကို ထိန်းချုပ်ရန် လက်နက်ကိုင် ပဋိပက္ခ ဖြစ်ပွားခဲ့ခြင်း ဖြစ်သည်။ <ref>{{Cite journal | author=Thomas W.
